Technology,
Regulatory and Market Analyses

EnSys Energy provides quantified short- and long-term analyses of
United States and global refining sectors and markets to gauge
the impacts of new environmental regulations, shifts in crude
production and product demand patterns, process technologies,
shipping economics, tariffs and geo-political factors.
Some examples of our work include:
- For the American Petroleum Institute, we are evaluating
the market, refining and trade impacts of EPA's proposed
ultra-low sulfur diesel rule. Focus is on US
refining detail but fully integrated with the global
market and supply/demand system.
- For the U.S. Department of Energy and EPA, assessed the
investment and production cost impacts of U.S. refineries
meeting proposed standards for ultra low sulfur gasoline
and diesel fuels
- For a major U.S. oil company, projected and quantified
the impacts of gas-to-liquids capacity on world refining
investments and margins
- For a major industry organization, developed a
quantified outlook of the global petroleum supply system
in 2010 covering crude production and trade, refining
operations and investments, product trade, market pricing
and differentials; this against three different product
quality scenarios
- Gauged impacts of pending U.S. refinery emissions
regulations on future U.S. refinery utilization,
investment and trade
- Advised leading chemical company on refining impacts of
MTBE

EnSys Energy provides support to litigation and contractual
proceedings.
Some examples of our work include:
- Assessment of alternative methods to evaluate US West
Coast crude economics
- For the Senate of the US Virgin Islands, provided
detailed analysis of the potential impacts of the proposed
HOVENSA refinery joint venture on St. Croix, since
ratified. This included board level discussions, access to
confidential data, detailed assessment of financial,
process, investment and environmental data.
Optimization/LP
Modeling Systems

EnSys Energy provides development and reworking/enhancement of
complex linear programming modeling systems for the petroleum
and related industries. We have in-depth expertise in the main
modeling and optimizer systems, such as PIMS, GRTMPS, OMNI
language, Cplex, XpressMP and will undertake all programming
and turnkey model (re)development.
EnSys develops and maintains its sophisticated PC-based
global petroleum supply industry model, WORLD, for
quantitative evaluation of short-, medium- and long-term
scenarios. We have also developed the COMPLIN system for
linearized representation of the EPA Complex Model in refinery
LP models. Both WORLD and COMPLIN are available for licensing.
Some examples of our work include:
- Comprehensive redevelopment of the OMNI-based
manufacturing and distribution planning optimization
system for a major processing company
- Reconstruction of GRTMPS refinery planning model for
European refiner to incorporate latest technology, improve
refinery staff productivity and refinery profitability
- Assessment of coker economics using PIMS
- Installation, training and adaptation of EnSys' WORLD
model for a major U.S. oil company, for the U.S. Energy
Information Administration and the OPEC Secretariat
Hydrocarbon
Sector/Investment Planning

EnSys Energy undertakes quantitative planning and evaluations for
individual capital projects through to complete hydrocarbon
sectors.
Some samples of our work include:
- Appraisal of Caribbean refinery upgrade economics and
markets that got to the heart of the refinery's
competitive advantage and identified lower capital cost
options for the second phase of the rehabilitation
- Evaluation of the petroleum and electric sector energy
systems of Puerto Rico, leading to Report to Congress; the
report predicted the closure of island refineries barring
relaxation of the fiscal regime
- Analysis of refining sector development options as part
of a national petroleum sector master planning system for
Ministry of Energy, Ecuador; the study evaluated refinery
expansion options and exposed the inappropriateness of
investing in a large upgrading unit being considered
- National energy planning and modeling system for ETAP-
(Tunisia); enabled petroleum (production and refinery
supply) to be evaluated against gas and electric sector
options for meeting future national energy demand
