Working with oil markets consultant Marshal Thomas, EnSys assisted the USVI Senate in deciding whether or not to ratify a Hess/PDVSA joint venture concerning the St. Croix refinery. EnSys undertook detailed assessment of the refinery’s economics and profitability, (actual and relative to Gulf Coast refineries), of its environmental emissions performance and of the outlook if the joint venture were to go ahead. EnSys undertook extensive face-to-face meetings and conference calls with senior Hess and PDVSA company management and EPA officials as well as the USVI Senate itself. For this project, EnSys delivered both verbal testimony in hearings on St. Thomas and St. Croix and written testimony.
