Working with ICF International, EnSys adapted its WORLD Model to focus on the sub-Saharan region of Africa and its refineries. For this project EnSys assessed the refining, investment and supply costs and the competitive, market and trade impacts of the region introducing low and ultra-low sulfur “AFRI” standards for gasoline and diesel. These costs were then compared with the health benefits that would result from the introduction of these standards. This first-of-a-kind combined analysis showed that clear net benefits would follow from the introduction of stricter fuel standards, a path the African Refiners Association is now following.
